And the initial documents link presented was no because under the SCA Act of 7432, he is exempt from payment of income tax. But does that mean he is also not subject to withholding tax, which can be "classified as income tax)

The BIR issued regulations 7 10 which implements RA 9994 which is the expanded senior citizen act:
1. That to be income tax exempt, the senior citizen must register with the RDO to be income tax exempt: (The SC must show he/she has registered)
2. That with regards to withholding tax, the SC can not be exempted... like WT
on deposits. and 10% final withholding tax (Sec 4)
This query came as a surprise to me because the AGSB continued to charge me 10% as a contractor although I was all ready retarded..
If we continue to debate, the SC must show that he has registered with the RDO as tax exempt under the said regulations.
