In the past, we had a system of morning greeters - an officer comes early to greet the staff as they come in. This is to encourage the officers/senior to come early and the same for the staff. This should be shame effect, if people do not want to lose face.
The objective is to encourage people to come early.
All SBU must have morning greeters.
