Restatement of hiring process AND hr POLICIES

This office has noted that after writing a detailed ppt on the said subject matter, the HR was doing it wrong.  Again in the am talk, people said that staff do not follow when there is no acceptance.

I had requested Ms. Isah Herrera sometime ago  who is the temporary concurrent  HR to list down the Hiring and Training Policies/Processes.  I have opted instead to do this on my own because it was not forthcoming/done

1.  Getting applicants

3  Hiring process:

    1.  Pre interview:

        You must prepare for this by:

        1.  Reading the job description (the academic and work experience requirement)

       2.  The admin plan and the performance evaluation form

         Questions:

         You are to determine his motivation.  Is he just looking for a job, or he wants to make a career in the company?

         The right fit:   is a nurse really fitted to work  with us?   Or a teacher with LED?  Is he just parking?  Is this a temporary job?   We want to hire people for good as training costs time and money.

          1. What is your job objective (why do you want to work here)

          2.  What is the job you enjoy doing?

          3.  What is your five year plan  (does his five year plan match his application objective)

          4.  Examine his resume and curriculum 

              What did you learn in your previous job?

              Quantify you achievement?

              What were your problems and how did you solve them?

              Tell me instances which show how you solved your problem

4.  Filling up of application form:

       1.  Be sure his resume matches the application form

       2.  Look for gaps in his job history.  Why are there long gaps

       3.  Pay particular attention to his:

           1.  Health  (let him accomplish the health questionnaire). Is she pregnant?

           2.  Special events:  pe, book reports, duty on Sunday, provincial assignments.  (Please filter if he dislikes or has doubts)

  5. Preliminary interview:

        1.  Begin to note his mannerism and attitude.  Does he have good work attitude?

        2.  Does he like being with people?

        3.  What is his attitude towards success/failure?

        4.  How about the dead? Memorial Park

        5.  Does he have independent decision making?  Or his gf, bf, parents deciding for him?

        6. What is he passionate about?

              1. Does he have hobbies, sports which he pursue diligently?

              2.  Does he have a value system, ie principles
        
      7.  What are notable achievements in life.

          Filter the applicant if he has many negative or  no answers

6.  Written exam


      1.  Following the instruction exam.  Those who fail to follow instruction are out.

      2.  Honesty exam.

      3. Self exam of pre existing condition (must not have been in countries where there is MERS, Bird flu or Ebola.)

     4.  Numerical exam (basic math)   existing  graded

     5. Reading Comprehension exam existing graded

     6.  Spelling exam.  graded

     7.  One word exam: (Fill up the whole page)  (existing)  not graded

    8.   IQ exam:  for revision;  adopt Google

    9.    Sentence completion test

       Passing is 80% or better average

10  Interview

     The applicant must undergo a series of at least 3 exams:

     1.  From the peer;

     2. The to be supervisor

     3.  The group head.

    4.  Final interview with SMD

     There are interview guides to be followed.  

     The applicant must pass 80% or better.

     Texting while waiting for interview or mannerisms that cant be stopped stops the final interview

     The papers of the applicant must be complete prior to final interview.

  7.   3  Reference letters

      The 3 letters must be addressed to the office where the applicant is to be hired.   and must contain:

       1.  The confirmation that the applicant who calls himself  _________is the same person from _________________, __yo 
  

        2.  That he/she is of good moral character and has not been charged in court for any cases involving moral turpitude;

        3.  That we warrants and he is willing to be surety for the applicant for any wrongdoing

8.   Physical Examination done by a licensed MD

      Must contain the certification  "FIT TO WORK" AND MUST RULE OUT PREEXISTING CONDITION:

     1.  Hypertension

     2.  Diabetes 

     3. Cancer

     4.  Liver disease

     5.  Aids

     6.  Asthma and COPD

     7.  Heart Disease

     8.  AIDS/HIV

     9.  EBOLA, Mers,  bird flu. 

After the hiring sheet is approved by the SMD, the applicant is given the Job Offer containing;

    1.  Job title and job level

     2.  Compensation

HR Policies Part 3 - Retaining

Part 3  Retaining and Rewarding

1. What is our offering for the applicants:

    1.  Above average compensation  -   P50.00 to P100.00/per day above average (the new salary scale is being crafted right now)  We expect more and better employees soon

6. Promotion and Career Path

     6.1 Performance evaluation

     "The goals of an employee while working are two fold:  1 to learn the job  2.  and be promoted as rapidly as possible"  Are there other goals of the employ while in the employ of someone.?

     The promotion is a way to incentivize and reenforce

     1.  performance and achievement of objectives;  clarify and strengthen goals setting

     2.   capacity and skills of the employee.

     3.  to stay and be of service to the company

     6.2  Total system:

            The performance evaluation is an integral part of:

            1.  Salary scale (to be upgraded)

            2.  Administrative plan

            3.  Corporate plan.

6.3  Who:   conducts the performance evaluation

          The matrix system is employed.  The SBU heads conducts his own PE, buttresses the same with data and supporting documents.

          The evaluation is validated by 3ffb personnel, an HR and approved by the SMD or the Board.

6.4:  When:  frequency

        1. Employees under probation are PE'd twice every 90 days until they become permanent or are ended contact.  The first PE is conducted on the 70th day after being hired as Prob. 1, and on the same time span after the 90th day.

       2. Thereafter the employee is PE'd every 6 months, at the end of H1 and H2

6.5 Documents  to support PE

       1.  The PE form (just revised)

       2.  Copy of the book report;

      3.  The journal (the book itself)

      4.  Snapshot of the sent email of the sbu on answering emails

     5.  Checklist of submitted weekly reports and weekly plan by CMOs

6.6 Criteria and weights.

      Staff and officers are evlauated on 3 major categories:

      1.  Outcomes    - 40%

      2.  Outputs       - 30%

      3.  Inputs          - 30%
               Total           100%

     Where to get the data:

     1.  Outcomes come from the goal setting results of corporate plan which may be just imposed or arrived at a negotiation during corp plan.  The corporate are divided among sbus.  That is where the reliable data ends.   The SBUs head divide the amount of sbu target among staff and agents.

The summary are in the administrative plan.  CMO and those in charge MC must, Accounting Head must work hard to get the numbers right and spelled out for everyone and in the PE forms at the start of the year.

         As for the rating, the results come from marketing and controller's data, records.

  2.  The Outputs are generally files and reports by the employee that is requied in the job.  Thus the employees are encouraged to submit deliverables. , to make them aware and alert always in their job and be responsible.

     How to rate:

     Late report:    - l for every day of delay.

    Report submitted but wrong or incomplete   - 1/2 of 1 %

3.  Inputs:   They are things done by the employees that contribute to efficiency and outputs/outcomes.  How to rate:

      1. Attendance:   10 pts

                           Unexcused absence    - 1.0

                           Late of more than 10 minutes at the agreed time   -  1/2 of 1%

                          Disappearing act (leaving the premises without permission)   - 1.0

                          Changing day off without prior written authorization is considered as unexcused absence without prejudice to imposition of Class C offense

     2.  Journal:  5 pts.  the entries in the journal will be counted.  The journal must have at least 2 entries per week or 52 in all.  The way to rate this is to count the number of good entries/52 and that is the grade/rating.

       The employee can elect to do the journal or comments at the community blog.  The comments on the blog of not more than 8 lines per comment to qualify on an article post. 

       It can only be either or or not both:  kung blog blog, kung journal, choose journal

    3.  Communication:  10 pts

         1.  Text  -  you must answer when texted within 10 minutes it is sent by confirming. The correct way to answer a text is to index it (copy it) and forward to the sender with the answer or comment.

             -1/2 of 1% for not answering this soon enough;   1% for not answering;

            If the employee is found not to have sim card, expired sim card in his cellphone as required he he gets 0 for the entire communications factor/criteria

        2.  Emails   - the same  procedure applies for emails.  If the email is addressed to an individual, he must reply as required within the day.   Thus you have to read emails daily.

           GT and TS do not read emails.  Thus all 10 points go to text messages.

    4.  Book reports   - 10 pts.   The books must be related to business, economy, operations, marketing sales, personality development, landscaping, construction  Irrelevant books such as novels, public administration are not entertained.  If you did a summary of cosmetics for the dead, or hair science for the dead, or sewing (the skin of the dead) it is relevant.

Ebooks, books from slideshare are ok

         l book report = 2 points.

        The book report must be in a yellow pad, handwritten legibly and contains these three things:

         1.  What are 3 to 5 things I learned  -  enumerate and list them down clearly

        2.  What is the relation of what I learned to those that I all ready know.

        3.  What is the application to my job/to the business?

       The book reports are to be submitted monthly and must be received by the office by the 25th of every reference month.  Late book reports will not be considered.

6.7 Timelines for the performance evaluation

       1.  Probationary employees are strictly to be evaluated.  No unexcused absences are allowed for Probationary 1.   The are disqualified from PE, and removal takes 90 days or are requested to work elsewhere.

      2.  Probationary employees are to be PEd every 90 days.  All others are to be PEd every 180 days.

      3. PE are to be submitted to 3ffb, PD, not later than 30 days after end of H, for regular employees, and on the 80th day for the Prob 1, and l60th day for the prob 2.   Failure to do so would make the employees permanent automatically.  

Thus employment date and the probationary period are to be monitored closely by PD

6.8  Grading system:

       85 to 89 minimum for permanency

       90 to 100 - for promotion. 

6.9  Others:

      1.  S.W evaluation

      2.  Supervisors evaluation. recommendation

The PE is signed by the SBU head, PD/Hr staff, approved by the managing director and confirmed by the board.

     

    

  

 
  



HR Policies Part I Recruitment - Pen and Paper Tests

"Pag gusto, may paraan; pag ayaw, maraming dahilan " BIDDA: " believe, inspire, dream, do, achieve"

Pen and paper tests (written exams) are given to the applicant to have a documented basis for his passion, attitude, and knowledge.

The pen and paper test consists of:

1.  The obedience and compliance test.  

      The applicant is given a sheet of paper, and it is clearly stated, to follow the instructions and read the instruction carefully.  The applicant is supposed to do a thing at the end of the instructions.  If he does anything foolish during the exam, he is asked to stop and discontinue taking the exam (strictly)

2. The one word exam

    The applicant must choose any two of the five word.  He is asked to write everything he knows about the word (tags, sentences, paragraphs about the word/s he selected.

Suggested 5 words:     learning,  work, business, determination,   problems solving

Grading:      thorough and incomplete, average, fail
 3.  Reading and comprehension exam 

The applicant is asked to read two articles in the blog (related or not to the job)  Better still to go to some of the employee handbook stuff, and is asked to summarize in his own handwriting.  He must answer the following:

1   What are 2 or 3 important things that I learned

2.  What is the relation of this article to what I all ready know?

3.  How can this article help me in my personal and professional life

Grading:  thorough and complete, average,   fail (did not follow instruction, is not comprehensive and shallow)



4.  Work attitude exam

Answer Yes or No, Y/N

There are 25 questions and this tests the applicants view of work, the world, the country

1.  Typhoon Yolanda is Gods punishment to people of Visayas for all their sins.

2.  The passage of RH bill caused the Habagat and Pablo floods, including the Bohol earthquake

3.  The world owes you everything

4.  What are important in life are your rights, privileges, and what the law allows you to do.

5.  If the employer does not recognize your rights as an employee, you can sue him at DOLE

6.  Generally, as the recent survey says, business has the lowest trust rating and therefore are bad

7.  The church and schools are generally good and respectable institutions

8.  Problems and difficulties are to be avoided at all cost.

9.  Your main job is to go to work and follow instructions

10.  Generally bossses are there because they are sipsip and are pro management

11.  Obeying and being told to do things generally sucks

12.  Bosses who are meticulous, demanding, and strict are  to be avoided.

13.  Bosses should not scold employees on the job and in the workplace

14.  Bosses generally do not have to be told what you are do.

15.  If you  are the boss, you have privileges and that includes exemption from following company policies/procedures

16.  You can do much about your life, because God predestines what is going to happen to you.  We are born, we get married, we have children and grandchildren, and then we die.

17.  If something happens bad in your life, it is because somebody caused it.

18.  Businesses generally are for profit and exploit their people and customers.

19.  Most of the things that are bad in business are generally caused by inept fellow employees, bosses and arrogant customers.

20.  The customer is not always right

21.  It is irritating to seek approvals and have your work checked.

22.  It is the job of your boss to see to it that production targets are met, not that of the workers

Rating:   More than 10  __ answers disqualifies the applicant

5.  Honesty and integrity exam 

Answer yes or no,  Y/N

1.   Policemen, govt officials are generally corrupt and dishonest.

2.  If you are working in a company it is ok to have sidelines and other part time employment

3.  Teachers generally have sidelines on the job like selling clothes, paiyakan because they do not have enough income

4.  If you are in HR, you can through reference access first your friends, relatives, and kakilala

5.  In malls, stores, buses, cashiers do not give small change like 25 cents or 50 cents.  This is OK

6.  We deserve to get paid for what we do.

7.  If we are asked to come early, and you got home late because you did extra work the night before, it is wrong to come early the following day;  dapat bawe.

8.  What others do not know does not hurt.

9.  God is really not watching us from a distance;  He does not punish the wicked;

10.  It is better to wealthy than be honest.

11.  Generally good people finish last.

12.  Many people got to their position because they are dishonest.

13.  I envy wealthy people.

14.  The goal of higher education is make people and the country wealthy.

15.  Business make money by making patong and shoddy, inferior cheap materials and labor

17.   When the supplier gives you gifts and food, travel it is OK it is not a bribe

18.  If you can offer materials and services to the company which are cheaper and your husband and or relatives can do for you, this very beneficial to the company because it is more convenient and the money can save money

19.  God helps who helps themselves;  if you must do business,  and the company is job creation,  our relatives and friends must benefit first.

20.  There is a lot of corruption and wrongdoing going in the  company, and generally, top management is clueless to what is going on.

21.  Honesty, theft, crimes against property are situational and generally,  protagonist is innocent.

22.  It is funny that there is the 11th commandment "Do not be caught"

23.  Generally management do not know what is happenning in their branches.

24.  Many wrongdoers generally go unpunished.

25.  There are many gray areas in morality, ethics and law, and we can test their limits
