Issuance of pending clearances

Memorandum:

Subject:    Process on clearances

Background:

I understand two former staff are requesting for clearances.  However, their status of separation is unclear at present.

Please take note of the following:

1. There is a new clearance form to be observed/used;

2.  Clearances are not issued to employees who have been dismissed for a cause especially for behavior vs  process or against company property.  In case the employee submitted the resignation letter ahead of the disciplinary action or when the discipline letter has been issued, the resignation can not be acted upon while the disciplinary action is pending/undergoing.

3.  However, heads may still pursue the clearance procedure if only to locate missing files, unauthorized transactions, unresolved transactions/transactions that are hanging, unpaid personal debts to co employees.

Clearances may be issued if alleged debts even to food vendors and informal lenders have been paid.

For compliance and addition to handbook

MJ and IH kindly inform the parties concerned, if necessary in writing.

Some reminders on important processes: on line payment; clearances for dismissed employees

Some important reminders which we discussed and that need correction:  

1. Let us stop paying suppliers on line .  It becomes problematic about proof of payment.  Always ask for AR or OR.  (as in the case of former AP who paid Tess Sierra on line.  Now Tess is claiming she was not paid)

2.  Dismissed employees can not be given clearances.  

3.  Only authorized officers can give final clearances, after checking by SBU personnel, HR and accounting..

    Only authorized officers can issue certificate of employment.

   (There have been cases where a trainee and officer did all these things:  paying online to Tess Sierra, issuing clearance to dismissed employees especially those who went AWOL and abandoned their work

4.  Resigned employees can not get their payment online.  They must sign a receipt and "QUIT CLAIM"   In the case of EB who got his salary without quit claim, we must ask/demand from the employee who did this.

Processing of clearance

TO      :   All concerned

Thru:       ASR

DO NOT BURN YOUR BRIDGES AS YOU YOU MOVE ON

Those who are resigning must not burn their bridges

l.  Must conduct proper turn over;

2  Must secure proper clearances.

3. Resign in person

4.  Can only resign after a 15 day period notification.  This is what the law requires

Those who do not must still require certificate of employments and they can not be issued without proper clearances.

The absence of clearances creates unlimited liability for any misdeeds or accountabilities under his/her care during employment
