Sending of Notice to Explain to offenders

Date:  November 11, 2018

It is ordered that a Notice to Explain be sent to the erring SBU. We must put a stop to disobedience, non compliance
with the correct processes on how to run our business in an an efficient manner

This has not happened before. Our SBUS were compliant.  We need to post these:

                    Kaizen -  for us to be informed through pictures in a timely and regular manner of status of our office, site, our staff
                                  our site, because  we do not see them.  The staff pictures must be of daily attendance (showing time) wearing
                                  uniform.   (Shift camera with date and timer)

                   Best:      this is to create continuous awareness for our prospects and customers  so that we may sustain our sales
                                 by posting pictures of our staff, our sales (agents) staff, pictures of our customers, pictures of office, pictures of our
                                 site.

                  Obits:     to assist our customers inform their relatives IN A TIMELY MANNER of the passing away of a loved one.  Obit is an important aspect of memorializaton.  It creates a permanent record and perhaps the only one of dearly beloved.
                 
                 Birthdays and anniversaries:   We still have to work on this.  Creating an events list of the  residents of the memorial park:  theirbbirthdays and death anniversaries. We announce on the events board in front of the memoria park the names of those who have birthdays, and post it likewise at this site.  We place a small candle in a glass on the marker of those who celebrate their departure anniversary and a flower with stem on the marker of those who celebrated their birthday anniversary

Posting of pictures are indicative of professionalism of our staff.  To show somethiing important in the pictures, and to comply with the above requirements, they must strive hard to show their bests especially to the public and to the management company (BPI)

Background:

We just discussed this morning Why Planes Crash and more than 60% occur because of pilot errors.  Some occur because of mechanical failures, some of them very minor like sensors like altimeters and air speed indicators (pitot tube) giving false reading.  Or negligence  (like the Boeing 745 crashing because the cargo was not secured and the  cargo moved to tail section making the tail section heavier causing it to stall and fall from the sky

Our crashing is like not making our sales and collection target; and this happening because some SBUs are amiss in submission of their abstracts

When we asked for 2018 MCf report from MLII c/o Sarah, she had a blank stare because they are  incomplete.  And she finger pointed to ICR who finger pointed Pangasinan. Now this is a serious misconduct and violation

THIS HAS NOT HAPPENED BEFORE AND OUR CCD IS VERY CLEAR ON THIS

Unremitted MCF is a violation of trust with our customers because we sign in the DOS that we depositing in a trust  account the MCF.  HLURB also requires that we have MCF for future operations of the park when we stop selling (or plots are sold out)

We are courting anger of Palaris owners because of delayed sharing because  of un submitted abstracts (since October) (and even termination of JV)


Reality:

1.   Jan MCF lacking; MCF report of Panga is only up to Feb 15 (kulang2  pa.   VERY VERY DELAYED....

1. Update this asap;

2.   Sanctions CCD is to be imposed on the management /current chief of Pangasinan, and/or staff of 3f who  are in charge of this....

For the sbu badly influenced by a non believer a leader who led the people in the organization the wrong way,  you duty bound to obey as you continue to receive salaries and benefits from the organization.  You will experience extreme difficulties if you fail to see it that way:

2.27  Refusing to follow verbal texted, written, or emailed orders assignments and tasks coming from superiors, or written assigned tasks enumerated in administrative plans or job descriptions.   Or implement marketing, operational or marketing plans.    Class D

2.28   Any acts of insubordination or disobedience   -  Class D

2.30  Failure to account/liquidate cash advances:  promptly (within the prescribed time) and support the same with receipts ( OR)  The cash advance requesitioner must only spend for the purposes indicated. This includes IF and revolving fund -  Class D
2.31  Failure to submit assigned work on agreed time -  Class C
2.32 Failure to accomplish, submit work as per standards of excellence  -  Class C
2.33 Abandonment of work  -  leaving ones work assignment for more 7 days without notification (resignation, leave of absence)  or without proper turn over.  Class D


2.34   -  Borrowing money, gadgets, asking for joining fees, id fees, etc (where none is really required) from trainees (both office and sales) suppliers.  And even more so for refusing or failing to pay.  - Class D


When discovered,and if proven under invetigation, such abuse shall be classified as such at the date committed and the resignation of the employee after duly informing him shall be classified as dismissed

It is time to put our put down and make our people serious on the performance of their job.

Appropriate CCD memo shall be sent and meted out to erring parties:  (HR for action now)

Here is the Section 2 of CCD:

2.25  Acting in loud, boisterous, disorderly manner towards co workers, suppliers, or customers  at office, project site   -    Class D  >>>>> This was noted by the SMD on various occasions.  This did not, does not escape the attention of SBUs who over hear such ruckus when they call the  3fjm.  This can not set good example nor encourage the SBUs to respect, and follow the 3fjm.  This did not happen in the past;  only with this batch.   We could excuse this were it not for the fact that most performance is 30% at most;  the rest went into laughter and lack of seriousness on the job. Your goal is deliver your deliverables on time and we cant think of a way that this would or could happen if you are not serious and/or still think you are in a carefree world of the academe

Quarreling wiith customers, fellow employees is a Class D Offense

Subject:   Quarreling with customers and fellow employees (an internal customers)

An employee who has gone around entire Luzon has been petitioned to be removed  from service because allegedly:

       1.  Shouting and quarreling with customers
       2.  Commission issues with agents (not giving the outright commission to sales agents)
       3.  Quarreling and berating fellow workers (internal customers)

This office likes to repeat the stand on customers (that is why we are spending P500,000 on rewards card system  -IE TO RETAIN OUR CUSTOMERS AND MAKE THEM APOSTLES:

     1. We spend up to 20% of sales on customer just to get them;
     2. It takes 6x effort to get new customers
     3.  We believe that the customer is divine and the king (do we all)
     4.  70% of sales  come from repeat sales. and hence if we drive away customers we cant have more sales.
     5.  We defined business is an entity that creates customer (quarreling with customers destroy, drive them away)


    WE DO NOT WANT ANYBODY ESPECIALLY IF THEY ARE PART OF THE ORGANIZATION TO DESTROY  OUR BUSINESS

    The sales agents/sellers lectured this office on customer service, basics of courtesy, which is rather embarrassing because I am supposed to know that  The alleged culprit has been alleged to commit the same
offense and was the subject of a petition but was let go because of alleged naturaleza to speak loud and from being a certain region.  It was hoped and including her current boss that she will improve.

She was let go on a case of forgery of a sellers signature, but now the victim  is having second thoughts

   The current leadership of the organization can decide with  objectivity on the said person if this is the one that produced the sales (she was against the hataw campaign and even argued with me face to face on this)

BUT as for me, she should be summarily dismissed as one of the  TS who committed dishonesty on the money matters.

Our CCD  to support customer friendly attitude, classifies such offense as quarreling as Class D Offense (subject to Dismissal)

5.1   Quarreling with fellow employees or customers,  uttering profanities, cursing, making grave threats while in the employ of the company   Class D

Background:

The mother of good character is promptness and punctuality, keeping our word, to be trusted and relied upon comes from punctuality.   To be relied upon we need to keep our word.

Yet this office has been informed that some offices have tardy people and many still do not follow instructions of 3ffb.  A bad idea.

WTDN:

1.  Write disciplinary memo to those who are habitually late.  cc 201 file and performance evaluation.  This will cost these people their promotion and their allowances

     and those who do not understand compliance to orders and memo, or break their words

2.  Re imposition of penalties:

    1.  If you are late for minutes past 8:00 until 8:30 you get deduction for 30 minutes. 1/2 hour;

     2.  If you are late for more than 30 minutes, you are decked for one half day.

Come early.  Be punctual

Here is the explanation on the execution of the Performance Evaluation System:

Memorandum Circular No  2016 00x

Title:    Guidelines for the Performance Evaluation System

I   Objectives:

    1.  To encourage performance and serve as a leg for strategy and corporate planning;

    2. To reward the doers in an objective manner and remove/minimize politics through SMART  criteria

    3.  To help employees get promoted:  avail of salary increases and allowances which are substantial

   4.  To weed out misfits early on, and reduce expenses

   5.  To encourage:

       1.  leaving old mindsets and adopt corporate and new ones

       2.  embracing beliefs and principles of Holy Gardens group

II   Reality  Background

  1.  Some SBUS (there are at least two who are brave enough) who complained and narrated that their staff are demotivated and it shows in mediocre sales performance.  They are content with receiving the salaries despite the fact that our current salary scale is  above the industry, the wage orders and some received substantial incentives for last years sales performance.

    While we managed to sell more than 3,000 plots last year, we only managed to get 1/10 of that:  about 425 (?)   plots

2.   The conformance of many sbus on routine behavior sucks:

     1. Phone calls are not answered nor acknowledged.  Same thing with text messages.   Emails are unacknowledged or unread.

         Routine reports :   text reports are neglected

                                       kaizen reports and best pictures are not sent

                                       email reports

     2.  Most staff fail when given routine exams;

     3.  Tasks are pending undone, if at all submission are incomplete and very much delayed.  This is up and down the organization even at 3ffb

     4.  Beliefs as excellence, customer service, learning seem to be a strange thing to many of the staff.  

WTDN:   REINSTATEMENT AND IMPLEMENTATION OF THE PERFORMANCE EVALUATION SYSTEM;

Who :      HR  -   the coordinating office 
                           1. will send out form
                           2.  collect and check the form
                           3.  verify HR related data:

                                 1.  attendance
                                 2.  punctuality
                                 3.  communication:  emails, text
                                 4.  book reports/journals

                           3.  have the PE noted approved by the GM SMD
                           4.  file the PE
                           5.  submit memo for increase in salary and allowance

               CMO in charge -   the one who will fill up the PE form
                                             sign the PE and the recommendation

              Accounting Audit:   will verify the sales and collection report;  will initial                    PE form

When:   1 Frequency  .  Every 6 months for regular employees to be done within                   30 days after end of reference semester

                For trainees:  

For RI to be R2 to be started at the 70th day after hiring for RI and to be completed on the  80th day.  On the 80th day, we should know if the employee shall continue to the Prob 2 period or will be dismissed

For R2 to be R3 to be started on the 160th day after start of employment  to be completed on the 170th day.  By then we should know if the trainee will be dismissed or allowed to be a regular employee.

Passing off office sales to Sales Execs, a no no no

Recently we had to ask the departure of some of our staff who were engaged in this type of anomaly: conniving with sales executives (agents) to file an office sale as Sales Executive Sales. So we do not get much office sales report. What they do is to let the agents get the commission and split the commission among themselves. This has happened in a island province where the erring parties connived with the relative, in an SBU at the north. It was a huge anomaly
The wages of sin is death, and some of the relatives of the perpetrators have died (some of them are their parents)  How we wish more of our employees are honest and upright.

We wish to remind everyone that this is a Class D offense meriting dismissal.
We have gotten a report that an SBU nearby had a GE treated in a similar way by the representative of the JV partner. The JV representative are also prohibited from selling as this is a COI, and creates conflict with the sellers Now, let us remind also everyone that CCD applies to staff of contractors, suppliers and even partners. Right now, this is hearsay without the documentation. We await the evidence before taking any move

Is sleeping on the job a ground for dismissal?

Our rules say so but others have enlightened view:

Some qualifications are sometime required:

1.   How long has been sleeping when caught?

2.  Does his job require night duty, extra work hence the worker is overly fatigued?

3.  Did he put his and that of his co worker's lives at risk?

4.  Was there a diminution of output, increase in cost/damages



Is it subject to first and second offense, how long was the employee sleepiing  

In one case a dismissal  brought before an arbiter was reduced to 30 days suspension without pay, the dismissal considered as too severe.

Furthermore some arbiters require pictures as documentary evidences proofs

Follow up on Manageable Execution

Memorandum:

We need to execute minimum of manageable execution.  A restaurant must be able to:

eat nutritious and safe foods;

delicious food,

maintain food and restaurant hygiene

good food service.

We too must maintain and excel in such manageable executions.

Please follow sbus on:

1.  Weekly CMOs report

3.  Best pictures

4.  Dent report/(monthly)   weekly vehicle inspection report.

7.  Timely submission of abstract and IF(not to exceed 7 days)

Issuance of pending clearances

Memorandum:

Subject:    Process on clearances

Background:

I understand two former staff are requesting for clearances.  However, their status of separation is unclear at present.

Please take note of the following:

1. There is a new clearance form to be observed/used;

2.  Clearances are not issued to employees who have been dismissed for a cause especially for behavior vs  process or against company property.  In case the employee submitted the resignation letter ahead of the disciplinary action or when the discipline letter has been issued, the resignation can not be acted upon while the disciplinary action is pending/undergoing.

3.  However, heads may still pursue the clearance procedure if only to locate missing files, unauthorized transactions, unresolved transactions/transactions that are hanging, unpaid personal debts to co employees.

Clearances may be issued if alleged debts even to food vendors and informal lenders have been paid.

MJ and IH kindly inform the parties concerned, if necessary in writing.

Use of USB; report of CCTV footage and other IT matters

To:   All SBUs
Background
 1.   There are reported thefts of intellectual property;  I have a report that an officer has taken out substantial amount of reports, pictures, forms and is using them to impress his new employers;

2.  The former AP took out the company USB containing substantial quantity of data and reports.   the only copy of the report were in that USB thus the submission of the report was imperilled;

3.  We do not receive any CCTV report from Pangasinan, Calamba, and La Union despite the huge investments we made.

Action:
1. Effective immediately, only company approved USB shall be used.   The contents of said USB shall be periodically downloaded, saved, printed.  All other USB are prohibited

2.   We follow up and ask SBU to submit video recordings via USB or CD weekly and comply.  Non compliance shall be as prescribed in CCD a B offense.

and follow up the supplier to make the CCTV work

Temporarily, the TA shall be in charge of this task;  later on the com sci graduate staff shall supervise our IT facilities

3.  Let us pursue our wifi project for the paburol

We have troubles AND CHALLENGES

1. Getting people to answer texts and calls promptly, (to the detriment of our Customer Service and sales beliefs)

2.  We spend more in contacting people because they use different SIMs network

3.  It is our requirement for everyone when they are hired:  TO ACQUIRE THE SUN SIM WHEN THEY START RECEIVING THE SALARY.

1. From the employees handbook:

Corporate Cellphones
Chief Marketing Officers / Functional Heads are being provided by company’s cell phone units to supplement a versatile means of communications. Nevertheless, certain policies are set to ensure the proper usage. Company Cell phones must be used for official / business purpose only. Company cell phones must be put in silent mode during meeting. In case of absence / resignation of Chief Marketing  Officer, Functional Head the company cell phone must be turned-over to their respective understudy,     without need to remind nor demand. Personal use of the corporate cell phone is strictly prohibited. Personal mobile phones must be kept in locker during office hours. Employees are prohibited from bringing  personal mobile phones to work area.  




2.  From the Code of Conduct and Discipline

 3.2  Bringing in personal phones in company premises and using the same for personal use  during working hours.  Only company  phones are to be used during working hours;  Class B

It is the conclusion that the employee has brought in a cellphone for personal use when he does not conform to use of the SUNSIM

This are old rules whose time has come to be implemented as they should be

Action:

1.  Therefore there must be constant checking of the compliance with these regulation.  The CMO and HR are instructed to:

      1.  Dial the numbers of SUN SIM of employees.  If there are errors connect or indication that the employee has not complied with the mandatory SUN SIM provision and therefore has violated the above provision.  If so:

            1. The employee must surrender the CP to conform to the provision on personal cellphone

            2.  Be CCD'd under 3.2  of the said Code.

            3.  Subtract `1 point from the Communication part of Performance Evaluation

Reality:    Reports are not submitted on time, CMOs do not answer emails and texts, subordinates do not observe FAR in their dealings and communication with the boss, there are abandonments, unfinished work, unfiled missing reports and documents, were are being fined right and left by government agencies for failure to comply.

What to do next:   Review and reminder of our CCD

1.  Classes of offenses:

    A  -   First offense:      oral reprimand
            Second offense:  written reprimand
            Third offense:      3 days suspension

    B      First offense:       written reprimand

   2.4   -  Doing unsatisfactory work  (we witness many of these  -  CV, files, check making, proof sheets, PDCA, daily, weekly reports, not complying with reading of blogs, etc)

   2. 12  -  Loitering or wasting  time during working hours  (do I see many staff doing non marketing jobs on their personal FB?)    Class C

   2. 15  - Leaving work assignments, project sites, without personally notifying or obtaining permission from immediate supervisor   -  Class C

   2.20  -  Obtaining materials and supplies fraudulently or at  a higher cost
 knowing that the same can be obtained at a much lower cost....xxx   Class D
(One of our officers in the south was caught in the act...doing this)

   2.22  -  Signing approving a transaction where one is not duly authorized to approve such a transaction (such as hiring someone without approval) or purchasing without approved PO)                          Class D

   2.29  -  Refusing to follow and obey company orders or to perform assigned tasks (many tasks that have been assigned or not done could fall under this category and many are guilty of this:   submitting weekly reports, DPMS,  reporting interments, posting obits on time, posting of FOFF,  )   Class D

   2.30  - Refusing work assignments  - D (either openly or silently disobeying)

   2. 25  - Neglecting to follow company orders or assigned work  -  Class D.

   2.41  - Failure to account for cash advances     -  Class D.
