Memorandum Circular - Hard copies with acknowledgement receipts by SBUs, and notation on the memos

Memorandum Circular No 2018

What:   To send memos in hard copy (do away with email) and to be properly acknowledged with an acknowledgement receipt and signatures (SOCPN)  by the staff on the hard copy of the memo.

Objectives

1. To promote clarity of communication and its compliance

2.  To lessen cases of missed opportunities and challenges (problems)

3.  To offset problems with bad internet reception

Reality:

1.  This office sends numerous emails that are unanswered, unacknowledged and not replied to.  People do not read emails and it is disappointing that we have less than examplary communications practices

2.  Compliance because of No. 1 is spotty.

Action/procedure:

1.  MCs and Memos that require action and properly marked  are to be sent in hard copy to the SBU  and other offices with a cover letter

      from ________________________(name of officer/office) consisting of
      __________pages.

   Kindly acknowledge receipt of the memo by signing on this transmittal letter and photocopying the said memo and signing on the same SOCPN with the date
properly noted  for our file.

2.  The SBU or office concerned executes the above instruction.
3.  The 3f:    Personnel Admin and/o Majorem/Accounting keeps a file of 
      sent and properly acknowledged hard copies memos deemed important.
