Objective: 1. To clarify our situation on Crematorium where we were invited by Mayor Ortega last August 27 2020
2. To enable us to focus on our operations and lessen our backlogs;
Background
1. Ms Campilis said the BC would be released last November 15, 2020 after she met the Barangay official and when we pay
the P30,000 back payment and the new rate for interment;
2. We asked for the barangay resolution for P30,000 and P50.00
3. Ms. Campilis said that the Barangay Clearance which has been made would be released yesterday November 27, 2020.
Instead she made another presentation on the perils of cremation and effect on health. No clearance was issued
4. Ms. Campilis was instead asked to make another presentation is obliged to make a detailed house by house or zone by zone presentation of the benefits of cremation despite the fact that 90% of the council agreed, which means the majority rules and the resolution to allow crematorium construction
Facts for clarity
1. The way the barangay is acting and processing the clearance, we are applying for this clearance for our benefit. Let us again recall why we are here
Acting Mayor Al Ortega invited us in the August 27 meeting to challenge the bid of Magnificat within 2 weeks after the meeting. We submitted
the letter of intent during the said period. We were cooperating at the behest of the City Govt to provide solution to covid 19 deaths. We did not
apply for a crematorium
2. Mayor Gualberto who returned to his post first week of October instead asked us to transfer the situs of the crematorium from Lingsat City Cemetery (which is in
a densely populated area) instead to Dalumpines which is less populated) and even pointed to the ideal location - at the vault yard near the vacant lot
foreclosed rice land and said go get the barangay clearance. and hence this processing of Barangay Clearance.
3. Legally speaking, there was no need to seek BC since the memorial park prior has BC clearance and City Council approved Development Permit
As per IRR of EO 648 which governs memorial park, all related memorial services are allowed inside a cemetery/ memorial park

3. Crematorium
Thus Mayor Gualberto was right in saying secure the Building Permit and the ECC. The Barangay Clearance was a matter of due course. In
Pangasinan we simply paid the P1,300 barangay clearance fee.
4 As far as the pollution concern is concerned:
1. The pollution from the leachate of the dead bodies at cemetery due to mixture of the body fluids and chloroform poses a greater risk to the health because
it mixes with the water supply. The choloroform is converted into cyanide which is not only toxic but also carcinogenic.
2. The sanitation code prescribes a 25 meter distance from household and 50 meter distance from water supply. The memorial park is compliant with
this. The site chosen by the good mayor elect Gualbertp is 150 meters from nearest house. Hence there no need to be concerned.
3. All burning produces toxic by products like Carbon Dioxide, Nitrous Oxide, Dioxin etc, the same is minimized if not not totally eradicated by a second
chamber in the crematorium and second burner which burns eradicates 90% of the said effluents. An actual visit to the crematorium at SCC which
operates silently and is odorless and colorless
There are over 50 such similar machines all over the country which passes the strict DENR standards
Our machine has double burner to insure that such pollutants are burned eradicated at the source
5. This company which has no plans for putting up a crematorium at SFLU is doing so in response to call of City Mayor: as a patriotic duty. ie to help
cititizens of San Feranndo cope up with problems of dead persons
1. To help solve the lack of burial space at Lingsat by way of crematorium and and ash and bone crypts;
2. Counter the threat of covid 19 through cremation;
3. To provide affordable interments - safe convenient to the residents of City of San Fernando
The mistrust and the merry go round that we are experience does not jive with the desire of City Mayor and we feel unwelcome with
our monetary investment and knowhow to solve the problem of San Fernando. This #5 I think must be spelt out to the barangay and citizens
of Dalumpines Oeste It is disappointing (Or perhaps we have not made the explanation clearer
We thus need deeper understanding of our products hence the reflection on cremation slidehsare is urgently required (not answered by RCG,, JT, MC MJC
We will wait for the time that we can be appreciated and when we are made to understand that the barangay City needs our investment and expertise
What to do next
1. We will wait; its up to Ms. Campilis to comply with the request for educational campaign but never shall she use this as her alibi. The
crematorium at SFLU is shelved as 4th or last priority unless the City Mayor says so. Let us conserve our cash and or invest it where it
is necessary
2. Clarify with the Bbarangay head what is the ball game
3. If 2 is not OK clarify the issues with Mayor Gualberto.

We wait for the BarangahyClearance but we must inform the good mayor that we can not see the Crematorium in 2020 at the rate we are moving with the paper works and the red tapeFor clarity, we were invited to join this, we did not apply for a crematorium; if the City is Serious in this project to serve the needs of the people, it must provide us with necessary approvals and paper works.We just wait for the City to move and ask us too.
