3.   To prevent possible closure by the authorities as what has happened in Region 1 - some funeral homes were caught with drugs in the premises, were involved, owners arrested and now businesses have been closed.

Reality:

1.  We have memorial parks without SG;  nor SG for 24 hours
2.  We have no rules for mandatory drug testing nor facillity for drug detection among belongings of staff and visitors....

       1.  We have staff who acted under extreme form of hallucination and suspi-
            cion.  Is it possible that some of our employees abuse prohibited
            and illegal substances


       2.  Is it possible that luggages and bags and vehicles of visitors couldd                   contain prohibited substances?

      3.  Is it possible that the park could be a venue for use, abuse, distribution

Background:

2.  For the loss of OR the making of affidavit and  its publication  is routinely 
     done as a form of defense vs the  customers who were given the fake
     receipt or whose flow of funds is to other illegal coffers

    1.  According to the law on agency, the corporation can not deny the
         action of its agent, ie receiving the money through an OR without
         the  money being remitted to the corporation.  The presumption is tjhat
         all agents are legit and the  corporation must practice diligence in the
         selection of its agents

   2.  The defense would be an affidavit of loss and its publication.

           1.  The affidavit dishonors the validity of the or issued;

           2.  However the non publication makes it binding only between 
                two parties, -  the public is excluded;

          3.  Its publication and evidenced by affidavit of publication serves
               notice to the whole world the fact of loss or OR

          4.  This affidavit of loss is routinely asked in affidavit of loss of CO
               DOS for our documents for the very same reason.  

         Without the publication the payor, ,the public has an excuse that he/she
          has no prior knowledge of the loss

        Without the publication, the principal fails to dishonor and renounce the agency

         The affidavit of loss would serve the following purposes:

        1.  To dishonor the agenecy of the erring individual
        2.   For BIR purposes - why did you not report?
        3.  As a warning to the public to avoid being scammed further

3.  That we are deferring its execution because we are seeking opinion as to whether it is right or wrong forfeits further our right to defend ourselves from
the  difficulty arising from difference between a private transaction and public
transaction

This office post hopes the opinion comes out soon so that we can muzzle and stop the continuance of misconduct of Ms. C

  4.  That Ms. Miciano and Enrique failed to respond to this offer last October 2019 ;   a letter was sent to them saying that the proposal to redeem
        due to their inaction  has deemed  terminated
