Option for project for Ms. Daria - Catmon Sta Maria

Catmon is actually in Sta Maria

Catmon is 5.6 km from Poblacion of Sta Maria, and 15 + km from the San Jose del Monte.   San Jose del Monte is most populous municipality in Bulacan with 400+ and followed by Sta Maria at 256 (making it the 5th most populous municipality in the Phil and 2nd in Bulacan

It is the wealthiest municipality Bulacan, and has most deposit in entire Bulacan at P26b.

Therefore setting up a MP there is feasible.

       moldy smelly food in your office, or does it smell of  patis or bagoong or your GT and TS             putok)) hearing -  are you office staff boisterous and gossiping during working hours) sight -      are there flowers;painting in our office are your staff wearing beard or moustache)
      are there trash and dust on the floor, are your office staff wearing
       uniform)  hearing -   are your office equipment AC noisy and malfunctioning

8.  CR - do you  have regular cleaning and washing  of your CR?  Do you have checklist of

Re: Snags/challenges in San Fernando la Union crematorium and columbarium invitation by City Govt

TO      Engr GCH,, Nelia, MsJoy Casi, Ms Campilis

Re:   Non Barangay Clearance release purportedly yesterday, November 27, 2020

Objective:    1.  To clarify our situation on Crematorium where we were invited by Mayor Ortega last August 27 2020
                    2.  To enable us to focus on our operations and lessen our backlogs;

Background

                 1.  Ms Campilis said the BC would be released last November 15, 2020 after she met the Barangay official and when we pay
                      the P30,000 back payment and the new rate for interment;
                 2.  We asked for the barangay resolution for P30,000 and P50.00
                 3. Ms. Campilis said that the Barangay Clearance which has been made would be released yesterday November 27, 2020.
                     Instead  she made another presentation on the perils of cremation and effect on health.  No clearance was issued
                 4. Ms. Campilis  was instead asked to make another presentation is obliged to make a  detailed house by house or zone by zone presentation of the benefits of                        cremation despite the fact that 90% of the council agreed, which means the majority rules and the resolution to allow crematorium construction

  Facts for clarity

  1. The way the barangay is acting and processing the clearance, we are applying for this clearance for our benefit.  Let us again recall why we are here
       Acting Mayor Al Ortega invited us in the  August 27 meeting to challenge the bid of Magnificat within 2 weeks after the meeting. We submitted
       the letter of intent during the said period.   We were cooperating at the behest of the City Govt to provide solution to covid 19 deaths.  We did not
       apply for a crematorium

2.  Mayor Gualberto who returned to his post first week of October  instead asked us to transfer the situs of the crematorium from Lingsat City Cemetery (which is in
     a densely populated area) instead to Dalumpines which is less populated) and even pointed to the ideal location  -  at the vault yard near the vacant lot
    foreclosed rice land and said go get the barangay clearance. and hence this processing of Barangay Clearance.

3.   Legally speaking, there was no need to seek BC since the memorial park prior has BC clearance and City Council approved  Development Permit
      As per IRR of EO 648 which governs memorial park, all related memorial services are allowed inside a cemetery/ memorial park

    .       1.  Ossuary
      .     2.  Memorial chapel
            3.  Crematorium

       Thus Mayor Gualberto was right in saying secure the Building Permit and the ECC.  The Barangay Clearance was a matter of due course.  In
       Pangasinan we simply paid the P1,300 barangay clearance fee.

  4  As far as the pollution concern is concerned:

      1.  The pollution from the leachate of the dead bodies at cemetery  due to mixture  of the body fluids and chloroform poses a greater risk to the health because
            it mixes with the water supply.  The choloroform is converted into cyanide which is not only toxic but  also  carcinogenic.

     2.  The sanitation code prescribes a 25  meter distance from household  and 50 meter distance from water supply.  The memorial park  is compliant with
          this. The site chosen by the good mayor elect Gualbertp is 150 meters from nearest house.  Hence there no need to be concerned.

     3.  All burning produces toxic by products like Carbon Dioxide, Nitrous Oxide, Dioxin etc, the same is minimized if not not totally eradicated by a second
         chamber in the crematorium and second burner which burns eradicates 90% of the said effluents.  An actual visit to the crematorium at SCC which
         operates silently and is odorless and colorless

        There are over 50 such similar machines all over the country which passes the strict DENR standards

        Our machine has double burner to insure that such pollutants are burned eradicated at the source

  5.  This company which has no plans for putting up a crematorium at SFLU is doing so in response to call of City Mayor: as a patriotic duty.  ie to help
        cititizens of San Feranndo cope up with problems of dead persons

       1.  To help solve the lack of burial space at Lingsat by way of crematorium and and ash and bone crypts;
       2.  Counter the threat of covid 19 through cremation;
       3.   To provide affordable interments - safe convenient to the residents of City of San Fernando

       The mistrust and the merry go round that we are experience does not jive with the desire of City Mayor and we feel unwelcome with
       our monetary investment  and knowhow to solve the problem of San Fernando.  This #5 I think must be spelt out to the barangay and citizens
        of Dalumpines Oeste  It is disappointing  (Or perhaps we have not made the explanation clearer

        We thus need deeper understanding of our products hence the reflection on cremation slidehsare is urgently required  (not answered by RCG,, JT, MC MJC

       We will wait for the time that we can be appreciated and when we are made to understand that the barangay City needs our investment and expertise

    What to do next

    1.  We will wait;  its up to Ms. Campilis to comply with the request for educational campaign but never shall she use this as her alibi.  The
          crematorium at SFLU is shelved as 4th or last priority unless the City Mayor says so.  Let us conserve our cash and or invest it where it
          is necessary

   2.  Clarify with the Bbarangay head what is the ball game

   3. If 2 is not OK clarify the issues with Mayor Gualberto.

                 No crematorium before the year ends;

SUBJECT;   OBSERVED DELAYS  IN THE CREMATORIUM AND COLUMBARIUM INVITATIONAL PROJECT IN  San Fernando La Union

October 21, 2020

1.  We were invited to join in a bid, amongst Forest Hills and Magnificat to build and operate crematorium and columbarium  at t he City Cemetery at LIngsat
     by Acting Mayor Alfredo Ortega in a meeting with the City Council on Augutst 27, 2020.  We were invited to submit a Letter of Intent  that would better the
     P15,000 monthly rent by Magnificat

2.   We submitted a Letter of Intent 2 weeks after that specified:

     1.  Rental lease for 300 sm area for crematorium that  (with % revenue sharing)  and 90 -10% sharing on gross revenue;  With turn over of the crematorium on
          the 15th year.

     2.  Usufruct for 800 sm the fence of the cemetery for 5000 units on 70:30% sharing on the gross

3.  In October, the suspended Mayor Hermenegildo Gualberto now returned to power by virtue of Court of Appeals ruling vs Ombudsman that suspended him, and
     Mayor Alfredo Ortega met with Ms. Margie Campilis: with this ruling decision:

    1.  The crematorium shall not be built at Lingsat but at Holy Gardens site at Dalumpines.  The good Mayor Gualberto even pointed the site at the vault yard
         near the body crypts at the site.  Go ahead to obtain the Barangay Clearance from Dalumpines and get the ECC

   2.  The columbarium at the fence shall be pursued

4.  When Ms. Margie went back again this October to obtain minutes of the award, and/or approval, she could not get one.   (we speculate because of the current
     political climate)   and then

     THE BARANGAY CAPTAIN WOULD NOT RELEASE THE BARANGAY CLEARANCE UNLESS OUR BACK LOGS IN PAYMENT OF P10.00/INTERMENT BE UPDATED
     AND INCREASE THE SAME.

    iN our discussion with GCH and  MC this afternoon, we consider the Barangay Clearance as a critical path a bottle neck in the crematorium approval process
    and nothing moves and  are dependent on this BC.

   Hence the order to  hack the steps without the mayor's approval  could not proceed  ie:   getting the  Building Permit and ECC  is hereby relaxed.  We wait for the Barangahy
  Clearance but we must inform the good mayor that we  can not see the Crematorium in 2020 at the rate we are moving with the paper works and the red tape

 For clarity, we were invited to join this, we did not apply for a crematorium; if the City is Serious in this project to serve the needs of the people, it must provide us with necessary approvals and paper works.

We just wait for the City to move and ask us too.

Follow both the Letter and the Spirit of the Law and the Company Policies

      As a company involved in real estate development and regulated by various government agencies, and with Lending Investor and Memorial Plan companies.  all  companies under the Holy Gardens Group are subject to numerous laws and regulations. It is your responsibility as director, officer or employee to know and understand the laws applicable to your job responsibilities and to comply with both the letter and the spirit of these laws. This requires that you avoid not only actual misconduct but also even the appearance of impropriety. Assume that any action you take ultimately could be publicized, and consider how you and the Company would be perceived. When in doubt, stop and reflect. Ask questions; speak up. You are strongly encouraged to discuss freely any concerns. In particular, if you are unclear about the applicability of the law to your job responsibilities, or if you are unsure about the legality or integrity of a particular course of action, you should seek the advice of your (a) supervisor; (b) the Legal and Compliance Services Team; (c) the People Office  or (d) the Chief Compliance Officer. You should never assume that an activity is acceptable merely because others in the industry engage in it. Trust your instincts—if something does not appear to be lawful or ethical, it may not be.

    You are duty bound also to comply with existing laws and policies, practices and processes of the company and likewise ask the same from other co workers

3  Observance of the correct disciplinary move against employees.  In this case, the Jojo suspension of SFLU has to be explained

For all offenses:
1.  The two memo rule shall be observed for offenses involving  dismissal. For the first memo, the employee shall be informed of his offense and asked to explain why he should be guilty as charged.  He is given sufficient time to explain his side. If necessary a hearing is conducted, the minutes of  which is taken to guide the officers make a decision on the case.
Then the second letter, which dismisses the employee, shall enumerate the following:
1.  the charge sheet;
2.  the explanation by the employee concerned;
3.  the minutes of the hearing
and the pros and cons of the arguments and the conclusion why the employee should be dismissed/exenorated of the charges levelled against him or her.
All the decisions enumerated herein are administrative in nature and not criminal court proceedings where the weight of the evidence is weighed.  (preponderance of facts) is observed. Sometimes, loss of confidence in managerial or positions of confidence like comptrollers, cashier are enough grounds to dismiss an employee after observing the process herein enumerated.  (Art 282C)
Nothing above or provision of the labor code prevents an employee who has superior position to control the flow of information, and investigation being conducted to be placed in preventive suspension without being charged yet. (Not in labor code but under its IRR)

Re: Paano maimamarket ang ash crypts as OSSUARY (Bone crypts); how many are bone remains are allowed in lawn lots?

Good morning Sir. For us here in La Union, Ms. Ana and Ms. Olive told us that for lawn lots - 2 fresh and 4 bones.  And according to the brochure Sir for my understanding, Maximum interment is two (2) bodies and each vaults 2 sets of human remains. We have 2 vaults - one is the 7 ft and the other is 4 ft so in each vault it will have 2 remains which will be the total is 4. This is my understanding Sir.

Good day po.

Objectives:

      1.  To generate sales of our ash crypts which is incentivized;
      2.  To alter buying habits of our customers.

Reality:

      1.  Our sales of ash crypts has not moved or languished;
      2.   Zero sales pa rin.
      3.   We have huge inventories of ash crypts especiallhy at HAMP

What can be done?

1.  This post sent via whats app the measurement of longest bone 48 cm in the
     body meaning to say that if our ash crypts are 30 x 30 x 50,, the thigh bone
     femur would fit.  Thus the transferees from the Catholic and municipal
     cemetery can be encouraged to transfer to a nicer place and would not
     worry being ejected after 5 years.  (Priority nila ay fresh bodies)

 2.  We can also dissuade those who are including more bones in the fresth
      body to buy bone crypts  instead.

     ONE OF YOU SAID WE SHOULD ISSUE A MEMO SAYING SO.

     OUR BROCHURE AND YOU HAVE TO LOOK AGAIN THAT ONLY 2
     BONE REMAINS ARE TO BE INCLUDED IN THE INTERMENT.   PLEASE
     LOOK AGAIN.  do we need a memo?

Review measurement of ash crypts?

What does the brochure say about bone remains that can be included in lawn lots?   READ READ READ AGAIN.  Let us sustain our product knowledge.

This is a comprehensive list of demerits for incentives for 2021

    In order to ensure  that we take our jobs seriously and professionally,  and that we work hard.

Objectives:

   1.   To ensure that processes are followed while targets for collection are met
   2.   To lessen 3f problems
   3.   To synch, make compatible giving of incentives and  process compliance
   4.  To promote good management
       5.   To effect changes in mindset, execution, and results

Reality sucks

1.  Communication  -  nnon answering of phones, late answering of phones
2.  Customer complaints
3. Undelivered docs.

The plan is to decentralize/devolve PPA docs to the province;  accounting too especially of ICR and charing, 3f is checking

This is incentive in reverse;   we will penalize non compliance and challenges

Paano maimamarket ang ash crypts as OSSUARY (Bone crypts); how many are bone remains are allowed in lawn lots?

To:     All Sbus with ash crypts (sometimes known as Columbarium)

         La Union
         Pangasinan
         Calamba
         HAMP

Objectives:

      1.  To generate sales of our ash crypts which is incentivized;
      2.  To alter buying habits of our customers.

Reality:

      1.  Our sales of ash crypts has not moved or languished;
