Case vs mayors for being no show in their towns during onslaught of Ompong?

DILG sent Notice to Explain to ten (10) mayors who were not physically present in the towns during
the onslaught of typhoon.   Why kaya?  Some of them could be sued for negligence or worse be dismissed for insubordination, ie not following protocols for disaster and risks. (Operation Listo)

How does this compare to some of our staffers who did not appear (for personal reasons) during that
day.?
