Clarification on grant of meal allowances

There are two conflicting office orders regarding the grant of meal allowance of P500.00 for every employee subject to liquidation by submission of  receipts of meal taken.    One says it is after promotion to R2 the other one says at start of work.

The meal allowance is to be granted to an employee when he starts his employment subject to:

1.  submission of complete requirements;

2.  successful completion of training (at least 85%) attendance;

3.  passing of exams (85%) and therefore issuance of certificate of training.

Such training shall be renewed every two years through:

1.   revalida

2.  100 item exam.
