                                  culling those who lack passion and desire immature, and who cant pass                                                 the exam  must be culledmaking staff goal oriented.  For example in the PE or                                       with office order
                                  the NCR targets for say plots, pis and PMS can be divided among 2                                                    CSS, a third one must be hired with the volume justifying the salary
